### New features

- Added Holdout Targeted Delivery Exclusion. Configure a holdout to exclude Targeted Delivery rules so users held out of experiments still receive Targeted Delivery experiences. This measures experiment impact without holding users back from ongoing rollouts ([#120](https://github.com/optimizely/optimizely-flutter-sdk/pull/120)).
- Updated the native SDKs. The iOS Swift SDK moves from 5.4.2 to 5.5.0. The Android SDK moves from 5.3.0 to 5.4.0.

### Bug fixes

- Fixed the issue where Android apps threw a Jackson serializer `NoClassDefFoundError` when R8 obfuscated naming strategy fields.

### Notes

Version 3.8.0 is the last 3.x release. Version 4.0.0 supports iOS through Swift Package Manager (SPM) only and removes CocoaPods support. It requires iOS 15.0 or later and Flutter 3.44 or later.
