Upload a file to be used by any feature that needs file attachments (e.g., test plans on rules). Returns a file_id and file_url (backend proxy path) for referencing the file.

Requires FLAGS_MODIFY permission on the project.

file_typestring<p>Restricts which file formats are accepted. When <code>test_plan</code>, only document formats (pdf, doc, docx, md) are allowed. When <code>variation_image</code>, only image formats (png, jpg, jpeg, gif, svg) are allowed. Omitting this parameter accepts all supported types.</p>
